もともと階層化社会を形成しがちなアングロサクソン文明なのだろうが、ここでアメリカの対照社会のように取り上げられている日本でも、国際化の名のもと二極化が進む兆候が見受けられるようになってきている。超低金利で銀行だけがヌクヌクしてバブルのつけを回収して、景気回復しないのも一般人の懐が搾り取られてきたからだろう。キャピタルゲインにも累進課税をしていけば、消費税増税は避けられるかもしれない。アベクロニズムは有害無益が証明された。インフレが制御できるわけないのに。

米国民の格差拡大に警鐘

　昨年の Wall街占拠運動で参加者が「我々99%を収奪して上層1%が稼いでいる」と強烈に抗議した。その1%対99%の経済理論の元祖である筆者が2012年6月に分厚い新著を出した。2001年のNobel経済賞受賞者で、Columbia大学教授だ。世界銀行のSenior VPだったが方針を批判してクビになったともいう。徹底した体制批判の反逆者だ。こういう経済理論は、浅学にして初めて接した。

　昔は不況時には労働者が余って会社の売上対比で労賃の割合が上昇したものだが、今は労働組合組織率が1割に落ち込み労働者の発言力が低下したため簡単にクビを切られ、今回の金融危機では労賃の割合が低下したという。また銀行トップは、業績が良い時にはIncentive Payで高給を食み、業績悪化の際には国民からの税金で公的資金注入を受けつつ、Retention Pay＝退職防止給と改名した高給を貰っていると、収奪構造を解説する。

　こうなったのは共和党政権、特にReagan大統領（1981-9）の政策からで、Trickle-Down理論と言って上層が豊かになればその富が「滴り落ち」て全国民が豊かになるということだったが、実際のデータはそうなっておらず、上層が下層を収奪して益々格差が広がるばかりだという。今や米国はAmerican Dreamの国ではなくなった、99%がHappyでない国は発展しない、と警告し、累進課税をCarter大統領時代に戻すなど数十項目の対策を提案している。

　同じような話が何度も出て来るなど、熱情が先に立って整理・組立が充分でないきらいもあるが、大冊にも拘わらず平易な英語で外国人にも読み易い本だ。なお私はeBookで読んだ。

　ノーベル経済学者のジョセフ・スティグリッツは正義感に溢れ飽くことなく、人間の顔をした経済社会を絶えず追求することに余念がない。本書は日本化が進み貧富の差に象徴される両極化の進むアメリカ経済に対する警世の書である。彼によると、アメリカ経済は1980年代以降、新古典派的イデオロギーが急速に浸透し、恰も経済が市場だけで成り立っている（市場原理主義）かのように運行してきた。しかし市場はあくまで制度の一つにすぎず、より広範な社会的共通資本に包含されているという現実を無視した処に、今日のアメリカ経済の著しい不均衡がある。市場原理主義は利潤最大化、株価最大化に行きつく一方で、レントを追求する宿命的な欠陥を持つ。それが齎したものは1990年代のネットバブルと今世紀最初のディケイドの不動産バブルである。同時に金融業の極端な肥大化を齎し、弱者を食い物にして、金融業は唯一、産業として空前の利益を稼ぎ出した。ただし、レントの追求という持続不可能な基盤に乗っていたため、2007年の金融危機を齎したことは記憶に新しい。２回のバブルを通じ、アメリカ合衆国は上位１％と残り99％の所得・資産格差が空前の広がりを見せた。この格差に寄与したのは市場だけではなく、皮肉にも金持ち優遇の税制でもある。
　彼は大胆な提言をしている。所得に対する累進課税と法人税の強化を行うことによって経済の不平等を是正すると同時に、社会的インフラストラクチャ投資と公共部門の研究開発投資並びに教育投資を積極的に行う。その結果、経済はバランスのとれた持続可能な成長軌道に再び乗る。また民営化神話にも鋭くメスを入れ、社会保障制度における公的部門の効率的優位性を説いている。
　いずれにしても本書は警世の書であると同時に、新たな経済社会を追求する建設的な書でもある。ご存知のように、彼は経済に於ける情報の非対称性が高く評価され、2001年にノーベル経済学賞を授与されたが、彼の研究領域は経済理論から公共政策まで非常に広範囲に亘っている。彼の学殖と豊富な社会的経験に裏打ちされた本書の一読をお勧めしたい。

Who Stole the American Dream?と内容的には７割くらいは同じでしたが、読みにくいと感じました。とにかく繰り返しが多く、中学受験のスパイラル式学習法じゃないんだからとうんざりでした。上手に編集して200ページ（150でも）以下にすればずっと読みやすくなるのでは。特にハードカバーは活字の線が細くて読みずらいです。辞書にない単語など難しいものはありません。

This is a really great book. Stiglitz digs deep into the causes of inequality. He demonstrates how the top 1% have been working hard behind the scenes (over the last 4 decades) to perpetuate their power and influence in American society. What we see today is an established elite that has benefited from changes in the political landscape that commenced with deregulation during the Reagan years and culminated with the Global Financial Crisis of 2008. The elite is powerful and extremely influential and has relied on rent seeking instruments to enrich their estates while squeezing the middle class and the poor.

A very interesting document that explain why many modern approaches to economics are faulty.

A good analysis of modern economic approaches such as the austerity that often create more problems than benefits (look at Greece for example).

The book helps to understand why the reduction of inequality and more social justice help also the development of more economic success.

A brilliant, carefully researched and documented analysis of how the current system of wealth management in the USA has resulted in the rich getting richer, the poor getting poorer and the middle classes facing a fall in their standards of living. There is an obvious parallel in the UK. Stiglitz spells out the disastrous consequences of social inequality and the urgent need to ensure that all sections of society can share any improvement in the economic state of the country, rather than, as now, approximately 90% of the benefits going to the top 1% wealthiest members of the community..
This book should be required reading for all politicians irrespective of party, but at the moment especially for Conservative / coalition MPs who appear not to appreciate the probable consequences of their current system of economic management and failure to .curb the distorting effect of ,eg bankers, high salaries and bonuses etc
