Discourses over 'citizens', 'civil society' and 'masses' in political and social theory can be divided into three areas.

As a case study, I will address the concept of "people" ("people" "masses" "citizens") at Shunsuke Tsurumi.

Tsurumi was a cultural theorist who was related to the "koe naki koe no kai" "beheiren" that had the influence on the social movement in postwar Japan.

And it is also related to the application of pragmatism when Tsurumi began his study of philosophy of pragmatism between interwar United States.
