 ご意見⇒Mr Fukui's apology

There are two reasons why Mr Fukui's investment in the Murakami Fund has caused such a furore. First, Mr Fukui is being portrayed, with some justification, as a supporter of the modern, aggressive form of capitalism championed by the likes of Mr Murakami and Takafumi Horie, the former head of internet group Livedoor, who also faces prosecution for alleged violation of securities laws.

Second, Mr Fukui and the BoJ cannot afford at present to have their credibility undermined in any way. They are poised to make critical and politically sensitive decisions over when to raise interest rates from what is effectively zero as the Japanese economy grows and moves out of deflation.

Mr Fukui looks likely to weather this particular storm. He has apologised to the cabinet and the nation for the trouble caused and has admitted that his handling of the matter was "not perfect". Junichiro Koizumi, prime minister, denies there is a problem. The BoJ says Mr Fukui broke no rules.

But it is in the rules, or rather the lack of them, that the difficulties lie. Incoming members of the BoJ's monetary policy board are advised - but not obliged - to place their investments in trust to avoid any suggestion of conflicts of interest. Nor is there any compulsory disclosure of assets.
