The temptation for the leaders who will gather in London for the G20 summit is evident. It is far from a foregone conclusion that there will be agreement on central issues, such as co-ordinated action to provide a global stimulus and create financial stability. True, the odds look better for extra funding for the International Monetary Fund and easing the shortage of trade finance – but these are not the stuff to capture the imagination of the watching world. So the attraction of announcing some populist crackdowns could be great.
