2010年3月11日のNHKのニュース (ウェブ版では http://www3.nhk.or.jp/news/k10013121481000.html )が次のように伝えていた。
世界の科学者で作るＩＰＣＣ＝国連気候変動に関する政府間パネルが、さきに科学的な根拠が不十分な内容を発表した問題で、国連のパン・ギムン事務総長は、再発防止策の検討を別の科学者の組織に依頼しました。
国連のウェブサイトを見ると、確かにパン(Ban)事務総長の記者会見(10 March 2010)の文章「Remarks to the press on the Intergovernmental Panel on Climate Change (IPCC)」http://www.un.org/apps/news/infocus/sgspeeches/statments_full.asp?statID=745 がある。事務総長が要請したことは「a comprehensive, independent review of the IPCC's procedures and processes」(仮に訳すと、「IPCCの手続きや作業過程に関する総合的な独立レビュー」)であり、根拠不充分な記述の再発防止に限った話ではなさそうだ。相手はInterAcademy Council (IAC)だということだ。
IPCCのウェブサイト http://www.ipcc.ch/ を見ると、ホームページの隅のほうに「Launch of Independent Review of IPCC Processes and Procedures. New York, UN Headquarters, 10 March 2010」とあり、Press Release (PDF) http://www.ipcc.ch/pdf/press/pr-1003210-UN.pdf と、「More information」として「Press information」のページ http://www.ipcc.ch/press_information/press_information.htm へのリンクがある。そこには「Terms of Reference for the Independent Review by the IAC」という文書 http://www.ipcc.ch/pdf/press/tor_10_03_2010.pdf [3月13日URL変更]があって、レビューのねらいはいくらかわかる。「The proposed terms of references are:」に続く箇条書きの部分を引用しておく(3月12日現在のtor-ir-10032010.pdfからの引用だがその後も変わっていないと思う。)。
- Review IPCC procedures for preparing reports including:
- Data quality assurance and data quality control;
- Guidelines for the types of literature appropriate for inclusion in IPCC assessments, with special attention to the use of non peer-reviewed literature;
- Procedures for expert and governmental review of IPCC material;
- Handling of the full range of scientific views; and
- Procedures for correcting errors identified after approval, adoption and acceptance of a report.
- Analyze the overall IPCC process, including the management and administrative functions within the IPCC, and the role of UNEP and WMO, the United Nations system and other relevant stakeholders, with a view to strengthen and improve the efficiency of the assessment work and effectively ensure the consistent application of the IPCC Procedures.
- Analyze appropriate communication strategies and the interaction of the IPCC with the media to ensure that the public is kept apprised of its work.
- Prepare a report on the outcome of the consultations referred to above, including:
- Methodology of the report preparation and measures taken to ensure high quality of the report findings;
- Recommendations for amendments to the IPCC procedures;
- Recommendations concerning strengthening the IPCC process, institutions and management functions;
- Any other related recommendations;
- Outline of a plan for the implementation of recommendations.
IACというものをわたしは知らなかった。検索してみても日本語の定訳はないようだ。ウェブサイトはhttp://www.interacademycouncil.net であることはすぐわかった。「About the IAC」からたどっていくと、Board MembersにIchiro KANAZAWAという名前がある。日本学術会議(http://www.scj.go.jp )の金澤一郎会長だ。各国の、日本学術会議と似た団体の連合体らしい。本部はオランダにある。今回の件のプレスリリースは http://www.interacademycouncil.net/?id=12852 にある。
このプレスリリースは大部分はIACとは何かの説明で、どういう態勢でレビューをしようとしているのかはまだよくわからない。ただ、連絡先として、IACのExecutive Director (専務理事というべきか?) のほかに、アメリカ合衆国(USA)の科学アカデミー(NAS)のDirector of Media Relations (広報部長というべきか?)があがっている。USAでは、政策に関係のある科学上の問題に関する知見を集めたいときや、科学技術に関係のある政府機関の独立な評価を求めたいときは、アカデミーに要請し、アカデミーの関連機関のNational Research Council (NRC、これも定訳はないが「全国研究評議会」としておく)のもとに専門委員会を作って報告書をまとめるという定型ができている。IACに、NRCと同様な役割が求められているのではないかと思う。
(わたしは、国際学術会議といえばICSU (International Council for Science http://www.icsu.org )だと思っていた。これも日本学術会議と関係があるが、むしろ各専門分野の国際学会の連合体のようなものだ。)
