『ジーニアス英和』のスタッフも参考にしていたという、The Columbia Guide to Standard American English (1993), Columbia University Pressでは、
doubtless(ly) < no doubt < undoubtedly = without doubt < unquestionably
という関係を示してはいたが、%のスケールは用いていない。パラフレーズでも、probably, certainly, absolutelyという大きな枠の中でのものを示しているのみ。
私が気になるのは、CGSAEでは “undoubtedly = without doubt” と示されている副詞句の "without doubt" の方。
without doubtよりもwithout a doubtを見聞きする機会が増えたな、というのが個人的な感触でした。

"make the most of" に続く内容は、プラスマイナスの制約が弱いのに対して、"make the best of" の方は、対象は「通例 goodとはみなされない、みなし難い;不本意な」もの、こととなる、というような知識が求められているのではないかと思います。
その一方で日本のテストでは、make the most of の方を正答として求める出題が多いような印象を受けます。of に続く、ものや環境の選択の幅が広いことがその背景にあることでしょう。
3. 時間をできるだけ有効に使いなさい。

4. あなたには才能を最大限に活かして欲しい。
I want you to make the most of your talents.
この4の例で、(?) make the best of を使うと、文法的には誤りではないが、「あなたの才能」はgoodとは言えないシロモノ、というような解釈をされかねないので、bestとmostの選択であれば、通例mostを選ぶ、という理屈で解答に当たっての選択肢を絞ることになるでしょう。
「goodとはみなされない、みなし難い(=not good enough; not satisfactory)」ものごとを取り上げている、適切なmake the best of の例を見ていきましょう。

私が気になったのは、一行目の “… help us make most of our failures” の部分です。
確かに、近年、無冠詞のmake most of を大部分とか大多数などといった割合の表現ではなく、「活用」の文脈で、chance(s)とかopportunity(opportunities)などと一緒に使う人がいるなぁ、という印象は持っていましたが、failureと使うのはちょっと驚きでした。

約50年に及ぶ出題例を眺めましたが、どれもこれもいかにもありそうな例で、
日本の学習者が英語ができないのは受験英語のせい!
のような批判は当てはまらないと思います。
辞書ではどのように扱われているか?
because of / on account of
due to / owing to / thanks to
の用例を見ていこうと思います。
物書堂版アプリでも2023年改訂版がリリースされたCOBUILDの米語第3版ではどのような扱いでしょうか?
まず、成句としてのbecause ofを項目として立てていないことに驚きます。
この米語第3版のアプリ版で用例検索をすると、70ヶ所くらいに、because of の用例が出てくるにも関わらずです。(これは中級5版も同じく成句扱いしていません。中級ではbecause of の用例自体は14ヶ所に出てきます)
Many families break up because of a lack of money.
同じアプリ版でもコウビルドの第10版では成句扱いで検索できます(その前の9thも8thも同じ)。
on account of は成句扱い
The president declined to deliver the speech himself, on account of a sore throat.
due toは成句扱いせず
The country’s economic problems are largely due to the weakness of the recovery.
Due to the large volume of letters he receives Dave regrets he is unable to answer queries personally.

一応、文頭でのイントロの用例も載せてくれています。この項目以外も含め辞書全体で用例検索すると、because of は80例ヒットします。
物書堂のラインナップでのもう一つの上級学習者用英英辞典であるOALDではどうでしょうか?
because of は「成句」で検索しても出てきません。意外ですか?
OALDでは語彙項目として独立した見出し語として立てているので、「単語」の検索で前置詞としてヒットするのです。凄いですね。
定義と用例は以下の通り。
used before a noun or noun phrase to say that somebody/something is the reason for something
・They are here because of us.
・He walked slowly because of his bad leg.
・Because of his wife(’s) being there, I said nothing about it.
これ以外にも、Language Bank に、類義表現が示されていて、その中にbecause of の用例も一つ追加されています。
Merriam-Webster's Advanced Learner's English Dictionary (MW’s ALED; 2nd, 2017年)
が出ています。
この辞書では、上記のそれぞれの語彙項目で複数の用例を示しているのでありがたいのですが、この辞書のアプリ版は出ていません。
アプリ版で出ているのは、同じMW'sでも、初級から中級の学習者を想定したLearner’sの方です。
アプリ版Learner’sを持っている方は、それぞれの語彙項目中での収録用例を比べてみて下さい。基本語に関しては、ほぼ一致すると思います。
そして、今回のターゲットとなる表現では、全てLearner’sに収録された英文と同じで、MW’s ALEDにしか収録されていない用例というものはありませんでした。

では、because of はbecauseの項に入っています。
The first game of the season was canceled because of the snow.
Because of the Asian crisis, the company’s profits fell by 15% during 1997.
Stacey retired in 1987, partly because of ill health.
3例目に引いた英文で、partly because ofと副詞partlyがついた用例を入れているところなど、編者の目が確かだと思わされます。(英和では、ウイズダム、コンパスローズにはbecause of の項目にpartlyのついた用例がありますね)
on account of はあっさり。用例も一つのみで、the childrenの背景はよく分からないもの。

due toは独立した前置詞の扱いで4例を配していますが、中の扱いで太字で小見出しを立てています。

thanks to は2例。慣用表現の no thanks to が1例。定義ごと引用します。

本当に良い辞書だったと思います。
因に、MED最後の no thanks to ですが、OALDではidiomsの囲みに収録されています。(LDOCEでは名詞のthanksの語義区分の3で扱っています)
because of に関しては割り込みはナシ。ただし、in partとpartlyの差は縮まってきていることに注意が必要。largelyとmainlyもこれで見る限りでは差はないように見えます。
COCA系でも見ておきましょう。
ニュース英語NOWでpartlyとin partの外付け。
近年では明らかに逆転していて、 in partの方がヒット数は多い模様。

こちらでも、近年は in part が優勢。
この辺りの「実態」は辞書ではどの程度反映されているのか、私の持っている物書堂アプリ辞書の約30冊で検索してみましたが、唯一、コウビルドの米語版で、because of でも、partlyでも、in partでもない、contagionの項目で一例がヒットしただけでした。しかも米語版では第2版からこの用例はあるという。(第2版に基づく、日本独自編集の米語英英和では、contagionという語彙項目自体がカットされています)
その他の前置詞も見ていきましょう。
due to と共起する partlyとin partでの語順と頻度
私が英語を身につけた 1970年代の終わりから1980年代では、partlyは外付け、in partなら割り込み、と相場が決まっていた印象ですが、近年では in partの外付けと割り込みの差が余りなくなってきている模様。partlyが割り込むとちょっと…というのはよく分かる。
thanks to と共起する partlyとin partでの語順と頻度
これを見る限りでは、若い世代の方たちでも、thanks to では、in partが圧倒的で、しかも割り込みで使うしかないな、という気になりますよね。
古くは、A. P. Cowieらの編んだ、Oxford Dictionary of English Idioms (1993年;それ以前の句動詞との2巻本の第2巻だったものを別物として出したもの)では、
Thanks in part to the elaborate accompaniments, in part to the well-known acoustic difficulties of the theatre, and in part to the singers' own failings, much of Geoffrey Dunn's translations remained inaudible. (The Sunday Times の1967年から1983までのデータから採られた例)
という、in part の本領をこれでもかと発揮する用例を載せていたのですが、最近の辞書でこんなに長い用例で紙面のかなりのスペースを占めることはしないでしょう。
参考までにowing toとpartly/in partでの語順と頻度。
owing to そのものの使用頻度も考え合わせなければいけないかもしれません。

「時代についていく」と肯定的に置き換えれば、それを決意しての目標設定も容易ですが、「離されない;取り残されない」のは、成果達成の目標設定というよりは、結果として生じる状態、というところが考え所でしょうか。
授業では、carefulとtryを押さえておけ、と説いていますが、その背景にはこういった下調べがあってのことです。

どちらの表現も使われていることはわかりますが、そこから先の「使われ方」は、これだけではよく分かりません。
