この「ことの成否などが…次第である;…にかかっている」という語義を担う英語の動詞表現でのグループリーダーは、何といってもdepend on でしょう。

コウビルドの初版(1987 年)では、人以外の主語の用例で、次のような文を載せていました。

この語義の記述は、現行版など、コウビルド典型の文定義ではなく、”To rely on something or someone means to need them and depend on them in order to survive or work properly.” という、 A means B の定義文を採用しています。因に、ここでの “(to) work properly” のworkは「労働」ではなく、”function” と同意の「適切に/首尾よく機能する」という語義で解釈するべきものでしょう。
This country’s success relies heavily on foreign businesses.
という用例を載せています。本体の初版にあった、Hong Kongを修正したものであることは明らかでしょう。
この語義の記述は、本体の初版と同様に典型的な文定義ではなく、A means B のタイプですが、”To rely on something or someone means to need them in order to survive or be successful. = depend on” となっていて、”to be successful” という初版にも、現行版にも見られない語義が加わっています。そして、depend on との同義で言い換えられるという注も含め、適切で的確な扱いになっていると思います。
なぜ、この2012年時点で、句動詞辞典では反映されている語義や用例が、本体の第8版、第9版、そして現行の第10版に継承されていないのか、気になるところです。
Longman Collocations Dictionary and Thesaurus (2013年)では、 “to need someone or something in order to do something” というかなりアバウトな定義ではあるのですが、その下に、

という関係を示してはいたが、%のスケールは用いていない。パラフレーズでも、probably, certainly, absolutelyという大きな枠の中でのものを示しているのみ。
私が気になるのは、CGSAEでは “undoubtedly = without doubt” と示されている副詞句の "without doubt" の方。
without doubtよりもwithout a doubtを見聞きする機会が増えたな、というのが個人的な感触でした。

"make the most of" に続く内容は、プラスマイナスの制約が弱いのに対して、"make the best of" の方は、対象は「通例 goodとはみなされない、みなし難い;不本意な」もの、こととなる、というような知識が求められているのではないかと思います。
その一方で日本のテストでは、make the most of の方を正答として求める出題が多いような印象を受けます。of に続く、ものや環境の選択の幅が広いことがその背景にあることでしょう。
3. 時間をできるだけ有効に使いなさい。
Make the most of your time.
4. あなたには才能を最大限に活かして欲しい。
I want you to make the most of your talents.
この4の例で、(?) make the best of を使うと、文法的には誤りではないが、「あなたの才能」はgoodとは言えないシロモノ、というような解釈をされかねないので、bestとmostの選択であれば、通例mostを選ぶ、という理屈で解答に当たっての選択肢を絞ることになるでしょう。
「goodとはみなされない、みなし難い(=not good enough; not satisfactory)」ものごとを取り上げている、適切なmake the best of の例を見ていきましょう。

確かに、近年、無冠詞のmake most of を大部分とか大多数などといった割合の表現ではなく、「活用」の文脈で、chance(s)とかopportunity(opportunities)などと一緒に使う人がいるなぁ、という印象は持っていましたが、failureと使うのはちょっと驚きでした。

日本の学習者が英語ができないのは受験英語のせい!
のような批判は当てはまらないと思います。

の用例を見ていこうと思います。
物書堂版アプリでも2023年改訂版がリリースされたCOBUILDの米語第3版ではどのような扱いでしょうか?
まず、成句としてのbecause ofを項目として立てていないことに驚きます。
この米語第3版のアプリ版で用例検索をすると、70ヶ所くらいに、because of の用例が出てくるにも関わらずです。(これは中級5版も同じく成句扱いしていません。中級ではbecause of の用例自体は14ヶ所に出てきます)
Many families break up because of a lack of money.
同じアプリ版でもコウビルドの第10版では成句扱いで検索できます(その前の9thも8thも同じ)。
on account of は成句扱い
The president declined to deliver the speech himself, on account of a sore throat.
due toは成句扱いせず

物書堂のラインナップでのもう一つの上級学習者用英英辞典であるOALDではどうでしょうか?
because of は「成句」で検索しても出てきません。意外ですか?
OALDでは語彙項目として独立した見出し語として立てているので、「単語」の検索で前置詞としてヒットするのです。凄いですね。
定義と用例は以下の通り。

アプリ版で出ているのは、同じMW'sでも、初級から中級の学習者を想定したLearner’sの方です。
アプリ版Learner’sを持っている方は、それぞれの語彙項目中での収録用例を比べてみて下さい。基本語に関しては、ほぼ一致すると思います。
そして、今回のターゲットとなる表現では、全てLearner’sに収録された英文と同じで、MW’s ALEDにしか収録されていない用例というものはありませんでした。

3例目に引いた英文で、partly because ofと副詞partlyがついた用例を入れているところなど、編者の目が確かだと思わされます。(英和では、ウイズダム、コンパスローズにはbecause of の項目にpartlyのついた用例がありますね)
on account of はあっさり。用例も一つのみで、the childrenの背景はよく分からないもの。

due toは独立した前置詞の扱いで4例を配していますが、中の扱いで太字で小見出しを立てています。

本当に良い辞書だったと思います。
因に、MED最後の no thanks to ですが、OALDではidiomsの囲みに収録されています。(LDOCEでは名詞のthanksの語義区分の3で扱っています)
because of に関しては割り込みはナシ。ただし、in partとpartlyの差は縮まってきていることに注意が必要。largelyとmainlyもこれで見る限りでは差はないように見えます。
COCA系でも見ておきましょう。

近年では明らかに逆転していて、 in partの方がヒット数は多い模様。

こちらでも、近年は in part が優勢。
この辺りの「実態」は辞書ではどの程度反映されているのか、私の持っている物書堂アプリ辞書の約30冊で検索してみましたが、唯一、コウビルドの米語版で、because of でも、partlyでも、in partでもない、contagionの項目で一例がヒットしただけでした。しかも米語版では第2版からこの用例はあるという。(第2版に基づく、日本独自編集の米語英英和では、contagionという語彙項目自体がカットされています)
その他の前置詞も見ていきましょう。
due to と共起する partlyとin partでの語順と頻度
私が英語を身につけた 1970年代の終わりから1980年代では、partlyは外付け、in partなら割り込み、と相場が決まっていた印象ですが、近年では in partの外付けと割り込みの差が余りなくなってきている模様。partlyが割り込むとちょっと…というのはよく分かる。
thanks to と共起する partlyとin partでの語順と頻度
これを見る限りでは、若い世代の方たちでも、thanks to では、in partが圧倒的で、しかも割り込みで使うしかないな、という気になりますよね。
古くは、A. P. Cowieらの編んだ、Oxford Dictionary of English Idioms (1993年;それ以前の句動詞との2巻本の第2巻だったものを別物として出したもの)では、
Thanks in part to the elaborate accompaniments, in part to the well-known acoustic difficulties of the theatre, and in part to the singers' own failings, much of Geoffrey Dunn's translations remained inaudible. (The Sunday Times の1967年から1983までのデータから採られた例)
という、in part の本領をこれでもかと発揮する用例を載せていたのですが、最近の辞書でこんなに長い用例で紙面のかなりのスペースを占めることはしないでしょう。
参考までにowing toとpartly/in partでの語順と頻度。
owing to そのものの使用頻度も考え合わせなければいけないかもしれません。
