原爆投下や東京大空襲のような絨緞爆撃が、明白な国際法違反だという認識は
連合国側にもある。
敵国の戦意喪失の有効な手段として、軍事施設に対する爆撃のみならず、都市
機能そのものを破壊する戦略が現実化したのは、爆撃能力の飛躍的進歩に拠る。
いかに空襲と云っても、飛行船や風船から焼夷弾やTNT火薬を落下させる程度で
は、無差別爆撃と云っても高が知れている。
逆に、ピンポイント爆撃であれ、戦術核を投下すれば、その破壊力の及ぶ範囲
は無差別にならざるを得ない。
というわけで、現在では、施設や兵員は破壊しないで戦意のみを喪失させる
「人道的」兵器も盛んに研究されている。

やがては、「人道的」戦争なんてのも出てくるだろう。
否、「民主主義と正義」を掲げたブッシュの戦争は、既に「人道的」戦争かな。
