カナダ下院は２８日、同性間の結婚を合法化する法案を１５８対１３３の賛成多数で可決した。上院での可決は確実で、近く成立する。オランダとベルギーに次いで、同性婚が合法化される３番目の国になる。
カナダの大半の州ではすでに同性婚が認められ、米国など国外から結婚式を挙げるために訪れるカップルも多い。これまで１０州のうち８州の裁判所が「同性婚の禁止は、憲法で認められた平等の権利に反する」との判断を下し、連邦最高裁が昨年１２月、国レベルでの合法化を進めるよう勧告していた。

カナダでは既に多くの州が同性婚を認めている。法案に対しては自由党内に一部反対する動きもあったが、マーティン首相は下院での投票前、「カナダは少数派の国家だ。権利は権利（として認めるべき）だ」と意義を強調した。

EDITORIAL: A landmark win for gay couples [TORONT STAR]
Many same-sex couples who have lived in committed partnerships for years or even decades thought, with good reason, that this day would never come. After all, homosexuality was a crime until 1969. It carried social stigma for far longer. But gays and lesbians gradually have won greater legal and social acceptance, hastened by the equality rights guarantee in the Charter of Rights and Freedoms. The legalization of civil marriage for same-sex couples is simply the last logical step in this process.
True, the law may seem like an afterthought. After all, same-sex marriage is already legal in most of the country after courts in eight provinces struck down the traditional definition of marriage. Just last week, New Brunswick became the latest to let same-sex couples wed.

The Liberals shot back that the Conservatives had made a tacit alliance with the Bloc just last month in an effort to call early elections.
It was the latest effort by the two leading parties to gain advantage from an issue that polls show divides the Canadian public down the middle, with younger and urban voters generally in favor of expanding marriage rights and older and rural voters generally against.
The Conservative Party has placed advertisements opposing the change in community newspapers catering to immigrant communities, which usually vote for the governing Liberals but are socially more conservative than the population at large. Conservative strategists hope they can lure enough votes from the Liberals in immigrant and particularly Muslim suburban communities in southern Ontario to give them a chance to form a government next year.

Canada approves gay marriage [Guardian]
The Catholic church - the largest religion in Canada - is strongly opposed to the new legislation. Religious leaders claimed their clergy could be forced to perform gay marriages rather than risking being taken to human rights tribunals if they refused.
However, the new bill only covers civil unions, rather than religious ones, meaning no clergy would have to perform same-sex ceremonies unless they wanted to.
カトリック教会はこの法案に強く反対しているが、その主張は……「聖職者は結婚のセレモニーを強いられるのではないか、すなわち、それを拒めば人権裁判所に出廷せざるを得なくなるから」。しかし、今回の法案は、宗教的な要素はカヴァーしていない。したがって、（教会が主張するような）セレモニーの強制は、ない。
