上院　「Senate」　「Upper House」
日本では参議院にあたる。　と一般的には言われるが（http://oshiete1.goo.ne.jp/kotaeru.php3?q=781405）で語られているようにアメリカの上院は日本の参議院のように軽視されているわけではない。　アメリカの上院と下院は立法に関して同等の権限を持つ。

「アメリカなどでセネターと呼ばれる人達は下院議員に比べてその個人の影響力がかなり強いイメージがあるのですが、」

そのイメージは正しいです。たとえばアメリカの場合、下院議員が４００人以上いるのに対し、上院議員は１００人。単純にいっても一人一人がより大きな影響力を持ちます。

しかも、アメリカの場合は上院自体が下院より強力な権限を持っているので（たとえば、政府の主要閣僚は上院が同意しない限り任命できない。そのため、駐日大使が半年近く不在になるという事態も過去には起きました）、「上院」というイメージから日本の参院議員のような存在を想像すると、間違うことになります（といっても、日本の参院も、権限としてはかなり強い方ですが）。ですから、特にアメリカの場合、ご意見番という捉え方は正しくなく、まさに国の「元老」たちの集まり、場合によってはこの人たちにより政治が左右されるという意味でより高い権威を持つ議員たちの集まりです。

そのことは、上院議員にいきなり当選する人が少なく、ほとんどが下院議員経験者であること（日本のように、“失業対策”から元衆院議員が参院議員になるのとは訳が違います）、また上院議員から大統領になる人が少なくないことからも伺えます。スタッフの数も下院議員の平均１・５倍。下院議員より重んじられていることがこのことからも分かります。

The United States Senate is the upper house of the U.S. Congress, smaller than the United States House of Representatives. Together, they compose the legislative branch of the United States government.

The Constitution of the United States endows the U.S. Senate, in addition to its duty of passing all legislation through Congress, with the exclusive responsibility of confirming certain Presidential appointments, including federal judges and cabinet secretaries as part of the system of checks and balances. The Senate is charged with trying presidents, federal (including Supreme Court) justices, as well as other executive-level officers who have been impeached by a vote of the House. The approval of a two-thirds majority in the Senate is required for the ratification of treaties.
