スラビャンスク市庁舎前には、ロシア国旗を掲げた戦車や装甲車計６台が止まっていた。傍らではウクライナ軍の迷彩服を着た兵士１００人が休息をとっている。多くはライフル銃を手に武装しているが、ほとんどは覆面姿。「なぜここにいるのか」と聞いても、黙ったままだった。
同行してくれた地元記者を介し、ようやく覆面の兵士が口を開き、離反を認めた。「これでいいんだ。僕らは自分自身を守るために武器を使うんだ」。多くの兵士は腕に「親露派」であることを示すオレンジと黒のリボンを結びつけていた。兵士らは、ウクライナ軍が制圧したとされる空港があるクラマトルスク市を制圧するため出動した部隊だという。
市庁舎の周辺では、数百人の市民が遠巻きに兵士たちを見守っていた。しばらくすると「ロシア、ロシア」の歓声も起きた。年金生活者だというルボフさん（６４）が、満面の笑みで話しかけてきた。「とてもうれしい。彼らの行動を私は支持する。偉大な勝利だ」
記者は１６日、州都ドネツクから北へ約９０キロ離れた、ウクライナ軍が制圧したとされる空港のあるクラマトルスクに向けて、車を走らせた。ところが、クラマトルスク市街地に入る手前で、ウクライナ軍ではなく、親露派住民がタイヤや鉄条網でバリケードを築いた「検問所」に出くわした。その後は５分に１回程度の割合で、親露派のバリケードを通過した。市街地へ通じる主要道を親露派が握っているのは明らかだ。
上空をウクライナ軍と見られる戦闘機やヘリコプターが旋回するのも何度か目撃した。しかし、陸上でウクライナ軍が大規模に展開している様子を確認することはできなかった。

EU spy chief rules out Russian military presence in Ukraine ― RT News
There is no large Russian military presence in East Ukraine, head of EU intelligence, Commodore Georgij Alafuzoff, has said. The spy chief has dismissed multiple accusations from the West alleging Russian involvement in the unrest in the region.
In an interview with Finnish national news broadcaster, Yle, Alafuzoff said the Russian military had nothing to do with the seizing of government buildings in eastern Ukraine.
“In my opinion, it’s mostly people who live in the region who are not satisfied with the current state of affairs,” said Alafuzoff, referring to the situation in East Ukraine. He went on to say that the people are worried for the welfare of those who speak Russian as their first language in the region.

The rule of law in Europe is going through its most severe crisis since the Cold War, a report by the continent’s top human rights and democracy watchdog warns.
Most of the European countries are facing “very worrying” challenges to human rights, democracies and the rule of law, Thorbjorn Jagland, Secretary-General of the Council of Europe, wrote in the report.
These problems paved the way for the current crisis in Ukraine, which is in a state of turmoil since ousted President Viktor Yanukovich was ousted in a right-wing coup in February, the report said.
“In Ukraine, the absence of an independent judiciary and lack of the checks and balances which a functioning parliament and free media should provide, allowed endemic corruption and misuse of power to thrive unchecked. This caused mistrust, social unrest and ultimately a revolution,” Jagland wrote.

ＦＲＢは１６日、全米の１２の地区連銀が今月上旬まで企業などを対象に行った聞き取り調査を基に、最新の経済情勢をまとめました。
アメリカではこの冬、記録的な寒波に見舞われ、経済活動などにも去年の年末から１月にかけて影響が及びました。
今回の報告では、個人消費については、寒さが和らぐにつれて客足が戻り、大部分の地区で増加し、新車販売なども改善したとしています。
また企業の生産活動も、寒波が収まって大半の地区で改善し、自動車や航空機の受注の拡大などを報告しています。
また、住宅販売については、地区ごとにばらつきが出たものの、価格は上昇しているなどと指摘し、寒波の影響は一時的で、全体として景気の持ち直しを示す内容となっています。
こうした報告を踏まえ、ＦＲＢは、アメリカの景気は先月から今月初めにかけて「大半の地区で拡大を続けた」という判断を示しました。

この中でイエレン議長は、アメリカ経済の現状について、正社員の職がなく、やむをえずパートで働く人の数が高止まりしていると指摘し、「回復の足取りはがっかりするほど遅い」と述べ、景気の回復はなお道半ばだという認識を示しました。
そのうえで、「雇用と物価の改善が不十分で、目標達成の見通しが遅れれば、今のゼロ金利政策はそれだけ長期にわたって維持される」と述べ、ＦＲＢは雇用と物価の改善を十分に見極めたうえで金利引き上げを判断するという考えを強調しました。
イエレン議長は、異例のゼロ金利を解除して金利を引き上げる時期を巡る、先月の記者会見での発言が、市場の予想よりもかなり早い、来年春の可能性を示唆したと受け止められ、一時、株式市場などが混乱しました。
今回の発言は、市場にくすぶる早期の金利引き上げ観測をけん制し、ＦＲＢは金融緩和の継続に積極的だという姿勢を改めて強調したものと言えそうです。

＜インフレ率＞
インフレ率が低水準なのは、消費者向けエネルギー価格の鈍化、ここ数四半期の輸入物価の下落といった一時的な要因が影響しているとみられる。だが長期的なインフレ期待はかなり抑制されている。一時的な要因の影響が薄れ、労働市場の改善が続く中、インフレ率は徐々に目標の２％に向かうと予想する。
＜ＦＲＢの経済見通し＞
米連邦公開市場委員会（ＦＯＭＣ）参加者の予想は総じて、失業率が２０１６年末時点で５．２％─５．６％に、インフレ率が１．７─２％になっているというものだ。見通し通りであれば、経済はわれわれが雇用最大化と物価安定という観点から目指す状態に、１０年近くで初めて近づくことになる。この基本的な見通しを私はかなり妥当だと考えている。
＜労働市場＞
労働市場の緩みがみられるなか、ＦＲＢの責務に沿った水準と比較して雇用が不足しており、おそらく失業率がこれを最も示す指標だろう。この雇用不足は重大で、われわれの基本的な見通しでは埋めるのに２年以上かかる。
失業率が示すよりも労働市場には緩みがある可能性を他の指標が示している。経済がより強固な状態となれば、長期的な失業率はかなり低下する可能性がある。個人的な見解では、参加率の低下は労働市場の緩みをある程度表している可能性がある。現時点での賃金上昇のペースは、景気回復局面ではこれまでにないほどに緩やかであり続けている。全般的に伸びが加速する兆候はほとんどない。
＜インフレを制御しきれない可能性＞
ＦＯＭＣはインフレ率が２％を大幅に上回る可能性があることも十分承知している。現時点で、こうした状況が起こる確率は、インフレ率が２％を下回り続ける確率よりもはるかに低い。だが、そうした予想外の結果に対応するため、準備を怠らないようにすべき。
＜資産買い入れのペース＞
ＦＯＭＣ声明は、資産買い入れに関してあらかじめ決まった軌道はないことを裏付けている。ＦＯＭＣは、見通しの著しい変化に応じて正当化される場合は、購入ペースを調整する構えだ。
＜金利ガイダンスの変更＞
ガイダンス変更の主な動機の１つは、失業率がすぐに６．５％の基準に到達する可能性があったことだが、新たな指針は見通しの変化への対応で生じる可能性のある政策の調整を説明するのにも適している。
雇用およびインフレが目標から遠いほど、そして目標達成への予想される進展度合いが鈍いほど、フェデラルファンド（ＦＦ）金利の誘導目標レンジが現行水準に維持される公算が大きい。

日銀は３か月ごとに支店長会議を開き、「地域経済報告」として全国９つの地域の経済の現状を発表しています。
１７日の最新の報告によりますと、▽「個人消費」は自動車や家電製品のほか、一部の高額品に、消費増税に伴う駆け込み需要の反動減がみられるものの、底堅く推移しているとして８つの地域で判断を据え置いたほか、「九州・沖縄」は上向きに修正しました。
一方で▽「住宅投資」は、駆け込み需要の反動がみられるなどとして、５つの地域で判断を下方修正しました。
ただ、▽「企業の生産活動」は、海外需要の持ち直しで、自動車などの生産が増えているなどとして、４つの地域で判断を上向きに修正したほか、▽「雇用情勢」は４つの地域で、▽「所得」は５つの地域でそれぞれ判断を上向きに修正しました。
こうしたこと踏まえて前回、ことし１月の報告ですべての地域の景気判断に「回復」という表現を盛り込んだ各地域の全体の景気判断については、今回、８つの地域で判断を据え置いたほか、「北陸」は上向きに修正しました。
景気の先行きについて、日銀は、消費税増税の影響を受けてはいるが、基調としては緩やかな回復を続けていく見通しだとしています。

President also criticized the coup-imposed Kiev government's actions.

It’s another very serious crime by the Kiev leaders,” Putin said.
The Russian president said the Kiev government should negotiate with those people, not with their henchmen.
When asked who the people wearing green uniforms that were noticed in Crimea were, Putin answered that those were self-defense squads.
However, during the referendum itself, there were concerns that it could be disrupted, so there were Russian troops behind the self-defense squads to prevent the escalation of the situation and any provocations, president added.

His actions speak louder than words from dirty mouth of silly people. He is the wisest from all the current leaders who are still alive ( RIP Libya leader Gaddafi).

I don't know enough to absolutely define a comment on who's right and who's wrong but thing is obvious. Regardless of the politics, moral ground and agenda it is clear that Putin is a man of strength and substance and who confines and defines almost all Western leaders to absolute slaves of the beast. The western governments have been railroaded into position where there is no moral high ground to stand on and, as the clever leader he is, has taken advantage of this and exploited it.
Putin by far the best leader in the world at this moment, he will be remembered in history, no doubt!
Even with China's and USA's economies and world influence this year putting was forbes most powerful person on the planet and his ratings are very high. I wish more Western leaders learn from him and kick the crackwhor Ashton out followed by the Obama administration.

17日、プーチン大統領は、特別番組「大統領との直接対話」の中で「ウクライナ危機解決は、国家体制をめぐる住民投票や大統領選挙が、どのような順序で行われるかではなく、南東部の住民にどんな保障が示されるかにかかっている」と指摘し、次のように強調した―
「ウクライナ情勢をめぐる妥協の道は、例えばロシアと米国の間でといった第三者の間でではなく、ウクライナ国内で見つけられなければならない。ロシアは、ウクライナの様々な地域同士が互いに相手を理解するのを助ける良き隣人、近しい親戚となる用意がある。」

協議は、アメリカ、ロシア、ＥＵ＝ヨーロッパ連合、それにウクライナの４者の外相級が参加し、１７日の午前１１時、日本時間の午後６時前からスイスのジュネーブで始まりました。
ウクライナ東部では、政府庁舎などの占拠を続ける親ロシア派の武装集団に対し、ウクライナの暫定政権が一部の施設の強制排除に乗り出しましたが、新たな衝突が起きるなど、緊迫の度合いを増しています。
今回の協議でアメリカは、親ロシア派の武装集団をロシアが支援しているとして、武装解除を進めるよう求めるとともに、ウクライナ国境沿いに展開するロシア軍の撤退を求めたいとしています。
これに対しロシアは、武装集団への関与を強く否定するとともに、協議では、ウクライナの地方の自治権拡大のための憲法改正などについて意見を交わしたいとしています。
アメリカやＥＵは、今回の協議で十分な成果が得られない場合は、ロシアに対する制裁強化に踏み出すことを検討するとしていて、悪化する一方のウクライナ情勢に歯止めをかけられるかどうか注目されています。
